These tools are legal to use; the illegal part is when the "hacker" uses a DDoS tool or website to attack theit internet connection, causing them to go offline for the time chosen.
Steps:
1) Navigate to Skype Resolver
2) Input the Skype Name to the 'Skype Username' Textbox.
3) Click 'Grab IP'.
4) Output: Skype Resolve Successful! IP: 99.1**.**.***:31705
5) Awwhhh Yea...!
This may be simple and already released a lot but it is useful and handy when you can't find it at those times you really need it.
